The oil is all going through every motor, or bypassing ones which are shut off and going to the next one. Volume controls speed, not pressure.  Flow rate is controlled by a pulse width modulated valve being operated by the Big John Computrol in response to the signal from the shaft speed sensor.  PWM should have the capacity to go from stop to full flow nearly instantaneously, so I do not see a reason to be concerned about lag between the sensor, valve, and motor.
