It will cost three times as much to set it up with clutches as it will with motors.  The row clutch itself costs more then the motor and valve, and that's not even considering all the other associated crap that is required to make it work.  Then you need the hydraulic drive anyway for rate control.  Talk about false economy!  That really sounds like a good way to "save" money.
