I don't know that the complexity is much different between hydraulic and mechanical.  In fact, by the time you add all the air and electric whoopeedo that they sell to accomplish the row control, plus add in the need to get power across the places where the planter folds, I think the hydraulic may be simpler.  It's for darn sure cheaper.   I know some guys who have spent close to 20k on 'name brand' solutions accomplishing what I did with the ez boom and hydraulic motors for about $2500.
