Wellington NZ, Dublin and Glasgow but had more to do with driving in the wrong lane. Karachi seemed bad but really wasn't.
One guy mentioned Miami. I didn't think it was that bad. Spent a week there. Other than downtown which I accidentally got stuck in at evening rush hour. I was the construction and closed lanes that impeded it.
