I have pretty low standards, but San Francisco would be the worst.
Houston was just solid cars everywhere and they have three different beltway interstates. Just a giant sprawling mess and everything has tolls.
Any city can be bad at rush hour.
Washington D.C. isn’t that bad, just learn to be aggressive like all the other drivers and expect crazy intersections everywhere. I was riding with friends in a taxi there and the driver was honking and cursing at people and throwing his arms up, along with all the other drivers. We told him acting that way would lead to a fistfight back home and he started laughing.
