I forgot to say I think you are on the right track.

I would use the appropriate soil test for you area, follow the recommendations and pull tissue tests each year to fine tune your program.

Fescue is poorly managed here but really responds to the right fertilizer program.

The few guys who do it right here have at least twice the fescue and I know you will on the seed end, too.
