Can you post a picture of your shutoff valve/under pipe/red handle configuration ? or a picture of where you are seeing the leak at ? It's hard to visualize where your leaks are coming from without seeing how the plumbing is where your washer hooks up. A lot of the older gate valves had a packing under the nut where the stem passes through. At one time you could by new packings for these but sometimes an o-ring can be used if you have water seeping out around the stem or sometimes simply tightening the packing nut clockwise will stop any seeping there. I pretty much do away with those gate type valves when I can and install stainless steel ball valves that have a nice handle to turn off and on. Did your old washer hoses have screens in one end or did the valve body on the washer where the hoses attach have a screen in it ?
