Years ago when they installed the lines you could get a hookup with a meter pit installed for little of nothing cost, now it is about 1250 if I remember correctly. The meters read automatically. There is a minimum monthly charge, here it is about $35 for 3000 gal.

Also here locally the rural water association has taken over operation of a couple small towns' sewer treatment facilities, when the towns became too small to be able to afford upkeep and improvements. Then charge the residents a monthly fee, not sure if they get grants to do that or what as it doesn't seem like they would make any money on that side of it.
