Leave the mess there to rot. Build a new 5 barb, or 48" woven with barb on top, right on top of it. Electric fence is nothing but guaranteed future employment, yep they go in fast, and are semi affordable, but you spend the rest of your life chasing down shorts, or tangled wires.
