You should consider planting your corn in a plant 2 skip 1, or plant 2 skip 2 patterns.

What are you inter seeding? 

Weed control in the wide strip seems it would be a major problem.  Some covers can tolerate pre-emerge better than others, some are actually labeled to be used, like callisto is label for pre for oats, sorghum, millet, perennial ryegrass . Stinger is label for oats, wheat, barley, and brassicas
