Request a state grade if you really think "the Man" is getting to you.

A point off is not hard to believe at all, but like Tim said, there should be a reasonable distribution of the error. There should not be bias one way or the other. Are both locations using the same equipment? A GAG will read a little different then a Motomco because they do not use exactly the same method of testing.

The thing is, at this point you have no idea which one is "right." It could be that the more favorable location simply chooses to grade a little "easy" for some reason. Weigh a sample, dry it in the oven, and weigh it again to find out what the moisture really is, then you will have something to work with.
