Look at the machines that test and how they test.
The fact one is consistently higher is of concern. Should have a standard distribution of 50% higher to lower disregarding the time they get the "right" moisture.
What is the sample size (how many loads tested)?
Even flipping a coin can show results beyond 50/50 in a small sample.
Grain sample test variance between elevators.
