Not true. The bacteria used in soybean inoculant is different than that bacteria used in alfalfa seed inoculant, and that is different than that bacteria used in clover seed inoculant. Having alfalfa in rotation will not help you with regards to inoculating.  Bottom line, if you haven't grown soybeans in recent years, inoculate.

No, Boomer, the soybean seed does not come with the inoculant already on it.
