I'd say the easiest thing to do would be to add an auxillary(sp) transmission in the driveline. Module trucks have this and you can find a gear from creeper speed to highway speed.

Be sure and check the ratios in the box. Many different types with a vast variation in ratios. Some have real low gears and some are overdrive boxes.
