I would cull cows till you get to where you don't see an impact from overcrowding.

I would also seriously consider planting BMR corn for silage. 'Here' the energy levels have been enough higher that we have drastically cut back shelled corn feeding.....some years we don't need to feed any corn grain at all. Protein mix has roasted beans, distiller's and(lately) a pound of linseed per cow per day. We don't set any production records, but consistently make a profit.
