Nineteen percent isn't all that high if everything else is working the way it should, but it will make other problems worse in a hurry. The primary considerations are how much bunk space you have, how long does it take you to milk (time spent in the holding area), and are the stalls easy enough to get up and down that cows will leave the freestall to go eat, allowing another cow to lie down. I have seen freestall barns with an attached loafing area, like a bedded pack in a hoop barn. Some cows will always go to the pack and some will always go to the stalls.
