Question: if you manually open the valve to a position and drive the truck at a near constant speed, does the rate remain stable?
Also could be a cable pinched or corrosion in the end of the wire just behind the terminal crimp. Have you checked the sensor supply voltage and signal wire voltage with a voltmeter and had someone watch the voltmeter while you work down the cable wiggling it?

Sometimes cables have old repairs or even extensions where the connections are up under the chassis and bouncing or movement of the truck can cause intermittent continuity issues. I found such things more than once before not only on floater chassis but even on sprayers with the flowmeter. Particularly if older and when they spray 28% or 32% UAN solutions.

Other potential points, could be hydraulic. Can you put in a flowmeter and check the rated flow and pressure that the relief opens at? Did you say it has a new servo valve? If it's a Raven then pull the motor cover and check the hex screws that couple the motor to the valve control shaft. Although usually this also causes issues with the bed not starting or stopping the chain at times.
