I would buy a few cows from someone you can trust, not sure on the woven wire, if you want sheep or goats you probably have to go that route. Here it is a pain because of the brush that grows into it and very hard to control. I want to comment on your remark about starting smaller and it being scaleeable, I have found that when you add animals at certain points you need to change the way you are doing things, what works for 5 or 10 may not work for 20 and what works for 20 may not work for 40. I would think with the few cattle you are talking with that acreage and mild climate if you have decent grass you should not need much stored feed as you should be able to stockpile pasture, unless you are a lot drier climat then what I am picturing.
