IA code or rules. I believe it's insurance companies putting the pressure on the propane guys.
-serial tag on tanks
- tanks must be 10 ft from any ignition source (buildings)
-has to have an inspection/ leak test on lines and regulator.
-certain regulators are good for 10yr inspection some are not
- buried lines need a tracer wire and marking tape

So look for Sn plate, set your tank, run your lines, replace regulator if old or let them do it.
Have them come out and put some in tank and do leak test
Some companies are more lax than others.

I set my tank, installed regulator, trenched lines. HVAC guy can trench lines and hook everything up too
Only thing propane company did was leak test and inspection of regulator.

If your system is all hooked up and and passes, they should fill it. If not find another supplier.
