Empty propane tanks have to be checked for leaks.
Depends on your supplier.
Some have a standing rule, if they show up to fill an empty propane tank, they have to check for leaks. 
Leave some in the tank. 



Yep. I have a supplier that is pretty good to work with as long as the tank has a serial number plate. Mine checks empty tanks for leaks but that ain't a big deal to them. Easier if you just leave a little in than run it totally empty though.

Insurance company says all tanks need to be at least 10' away from an insured structure. That's what I'd be more concerned with.
