With in floor heat you just have to run the plastic pipe before you pour the concrete and then depending on the size of your shop and the amount of insulation you have you heat it with seveal different options. From a water heater to a boiler.
Anymore the small electric boiler are becoming more poupular. Most HVAC contractors can give you a ball park figure over the phone based on what you are tring to do.

Never been around waste oil heaters but with in floor heat you turn it on and forget about it until spring when you turn it off.
