Not sure exactly what you might mean by a "steel factory", but close by here in Bourbonnais, IL is a plant that uses a huge amount of recycled steel & makes re-bar of all types. Lots & lots of trucks go out of there daily w/loads of re-bar. I'm not sure they use any virgin steel in their product. Does this qualify? http://www.ambsteel.com/index.php
