If you want to make a cheep pony wall, you could get some used grader blades from the county roads department. Start by digging post holes for footings. They need to be 3 times as wide as the blade or concrete could just split in 1/2. Make a round cage out of concrete wire, that will fit in hole. Then on your grader blade put in a couple bolts on the blade that will be in the footing so they would not pull out. The blades should be perpendicular to the building 3 foot in ground and 3 foot on top. This would give more side pressure strength and give you a way to adjust the wall when you laminate your 2x8's to the grader blade if you did not get them plumbed in straight. I would use bolts not screws and glue, have seen glue get hard and brittle with age. This is the way I fix a rotted off post in a pole building. may not look the best but you wanted cheep.
