I didn't read everything here so this may be a repeat. Dad had an old overhead that started to leak. Our local scrap dealer would take it if it had a large hole in it. In the area that had rusted thru I put the pallet forks on our loader and greatly enlarged it. He took it and even paid a little for it, this is when scrap was very cheap. Might be a thought to dispose of it if you can find a cooperative scrap dealer.

John, years ago a neighbor's son was doing some welding on an old barrel that was used to haul water to pasture hogs for several years. Previously it had been used for diesel storage. The tank exploded and the young man was very badly burned and later perished after a painful 4 months in the burn unit in Iowa City. You are correct in thinking that it is just not worth the risk.
