As posted, I'd be inclined to haul it to a backhoe or track machine and let them flatten it. Other thought is target practice with slugs. That'll air-ate it enough to use a sawsall and take the top off. Around here the scrap guys would take it, unless it had fuel sludge in the bottom. They aren't picky, everything gets "chipped" up and loaded on rail cars.
