About 5 years ago our school district closed our local grade school in order to build a new consolidated one in town 10 miles away. Our local residents got together, acquired the old school building, and started a charter school. Thing is there is no funding for transportation for charters. Parents are responsible for getting their child to school and back. After the first couple of years they were able to add 2 buses. Although they don't offer door to door service, they do make centralized stops in a few local burgs, and this seems to work out pretty well. I'm sure it would save a ton of money if all school districts would go to something like this with also a stipend for some parents as Rockhead suggested. It could be made to work, but would surely have some ruffled feathers.
