The "term limit", IMO, should be cumulative years in DC. Meaning if you set the term limit at say 12 or 14 years that is all you get in DC as an elected official.
If you spend 2 years in the House, followed by 6 years in the senate you would only be eligible to serve 1 term as POTUS as that would use up 12 years and not have enough remaining for another 4 year term.
I could possibly see reason to allow 16 years, maybe even 20 years if it includes at least one POTUS term but no longer. Career/lifetime politicians are a large part of the problem in this country.
Also, we have minimum ages for House, Senate and POTUS, it would not be unreasonable to put an upper age limit on also.
