Yes, let them pay the cost of a survey since they're the one that thinks there is an issue. Let them decide if the land in question is worth the cost of the survey. It's surprising how far off property lines can be after land has been farmed for years, not surprising I guess if no survey was done when the land was bought. I wonder what the OP did that ticked off one of his neighbors...
