Your weight laws are different than most posters here- sometimes WAY different. I don't recall where now, but I saw some pretty cheap aluminum sump trailers advertised this winter somewhere in Ontario. Seems like they were about 30' with a tandem 8' spread. They may have been at a Michigan trucking company (Stone Transport?) that hauls into Ontario often. Anyway, Ontario is the only place that combo would work, but doesn't sound like thats an issue for you.
Other than that, double framing all depends. I have some Fords with a single deep heavy frame, they'd be fine to stretch within reason. Other frames may not be so good. I don't know that I've ever seen a double frame over the drivers only, most of them that we've done extend to the rear of the front axle spring hanger. We plan on scaling 18K on the front axle every load and also plan on dumping in some pretty nasty conditions sometimes, so it pays to be safe.
