If you have a clear shot to the ditch, I'd be inclined to put in a tile, with a riser or two, and drain it to the ditch. The one thing I wouldn't do, is have it put in with a hoe. Would be better is it was plowed in, or put in with a wheel machine, with probably the latter being better in case there is some tile that crosses thru the fence line. You might find those, and run them to the ditch, right along with the rest of it. Either machine is going to hold a grade better than trying to do that long a run with a hoe. Size the tile big, so you can get ride of the water in a hurry, not just "what it takes".

Once the water is in the county ditch, if it backs up on him, that is between him and the county. The other thing you could check, is if anyone knows if there is a county tile at the ditch. Not sure how it is in Missouri at all, but you could possibly dump the water into the tile if there is one. Of course, that also depends on whether it's any good. Alot of counties have failed to maintain the old county tile systems, and they are pretty well non-functioning.

One question, are there any large trees in that fence line?? Will want to use solid plastic if there is to keep roots out of your tile.
