It all depends on what kind of strip tilling you would like to do Don.

If one is sweeping away last years residue with row cleaners to make the strip in bare soil, the movement of last years residue then ends up covering the adjacent row negating the purpose of strip tilling. Again a lot depends on how wide of a "strip" is being made. If your stip is 8 - 10" wide, it leaves only 22 or 20 inches for last years residue inbetween the rows. In the corn belt with 200 bu/ac corn residue, there is just too much residue to reside in that narrow of a band to "stay put" until the corn/bean plant gets up high enough to compete against that grow to it's potential.

If you aren't sweeping away the residue and just "making the strip", then yes, a Soil Warrior will do a good job of making strips in 22". The Warrior does not sweep the residue aside, it slices the residue and incorporates it into the strip. Good or bad???? That lays within what is acceptable to the grower and the results they are desiring to have.
