Very interesting. Iowa has been far closer to the process described for ND. Our property taxes fund county and lower. State income tax funds state. Unfortunately our state passed a law capping county property tax increases to 3%. I say unfortunately as most (all?) rural counties vote R and local control of government used to be a strong R ideal. Who knows these days. Now communities that were supposed to have major economic development projects with tax abatements coming online will not be able to realize these dollars. Our county had major road repairs planned that they have had to cut. A 3% cap disincentivices growth as a growing local economy will need tax revenue for infrastructure to support it. The state was out of line imo. The more power that stays local, the better, especially in rural America and with regard to property tax levies.
