In the 70’s tile were installed and connected to the neighbors tile downstream. A payment was made to hook on but I don’t know what kind of agreement was made. Now I’ve added more tile to the same system. Do I owe the neighbor anything?

Legally, probably not unless there's something written limiting the capacity to hook on.

As for the right thing to do...

If what you have added on is overloading your neighbor's system it'd be appropriate to offer to split the cost of installing an upgraded main to cover your capacity and theirs.

If you added on and still are within the appropriate capacity of the current main you don't need to do anything. Given that you're asking the question I assume it is likely the former situation.
