| Tenant on the place where I live had a similar problem with his new 7000 back about 1978. But it was skipping. 4 row wide. So they added drive from both ground wheels thinking slipping ratchet. Still skipped. Fought it for a couple years. Turned out it was that he had added a front harrow and the planter wasn't heavy enough to hold that harrow in the ground and the drive wheels to the ground. That's what your 7100 is acting like. Since its ground drive it may be skipping when central units are shallow too, unless the three point in draft mode is lifting it with the drive wheels.
Your bolts on the trailing arms can't be tight, that's why the lock nuts so they can act as pivots. Those deformed metal lock nuts do have a tendency to be one time use, they wear a lot and can be fairly loose. It would just take on out of the 8 on a row unit adding friction to hold a row unit up a bit. And held up a bit a row unit will plant shallow.
You might need a rear wheel weight or two hung on the middle bar of the planter to hold it down. Four sacks of seed make a temporary test weight.
