I don't think there has been any mention at all about down pressure springs. Are any broken or missing. Light or heavy duty? Sounds to me like there is insufficient down pressure on the units themselves to keep the gauge wheel in contact with the ground. You should not be able to lift the gauge wheel and spin it when the planter is in planting position. Also, the parallel arms should usually run about parallel to the ground...that's a rough indication that your toolbar is running at the correct height.
