I forgot to add the IRP to the list of things that may be required; the others are just for fun, the IRP starts getting into the pocketbook, at least on a for-hire rig.  The others are basically registration fees and balancing fuel tax rates between the state miles travelled and the fuel purchased.  The IRP starts hooking for miles travelled.

But that's why we make the big bucks!
