I dont think you can ever expect a landowner renting his ground out to do much of anything to maintain land except maybe some big conservation work since that is more to do with maintaining that basic farm. Have several farms that flood and as soon as its dry enough to get in there and clean up the crap we are trying to get it done. I always figure a farmer is renting his ground out because he is just ready to hand most of the responsibilty over to the renter. He wants to sit back and enjoy life for awhile.
