By the time a satelite is funded and created by the public interests, its very likely the necessary accuracy can be derrived from far more simple solutions in the carrier designs now being added to the "next" generation of GPS sats. I understand that the cost of the GPS chips now pretty much standard on most current mobile phones runs under $4 including antenna with sensitivities unimaginable only three to four yars ago. The newest block of sats will carry three frequencies and via the carrier calculations accruacy without differential be it WASS or otherwise will be likely match today's RTK offerings. the Essentially package four GPS calculators ($16 today) tuned to their proper frequency, add one of the newest and highly accurate (fast) clocks ($3.50), plus a central CPU and your phone could be used to survey your next house's foundation layout.
