I have noticed that slugs seem to generally be in the same fields and locations every year and get worse over time. We have sprayed nitrogen at zero dark thirty with great success. Being a no-tiller, I dout you would want to hear this, but tillage would help. The deadline bullets (metalehyde) also help, but are expensive and labor intensive.

It was mentioned that starter helps. I would agree with this, if placed on top of the seed trench behind the closing wheels. Slugs and fertilizer do not get along.
