Loose backfill won't give you a good ground. Try digging a hole -- roughly a foot cube. Fill it with water and start jobbing the ground rod up and down in it until the rod begins to penetrate. Keep adding water to the hole as the rod works in. I won't say it's easy, but it gives you an excellent ground.
