With dry ground they need to be driven deep, not buried close to the surface.  Moist soil conducts better than dry soil.  Putting all the water you want around the buried ground rods will do nothing 500 feet away in terms of giving a good shock.  That is part of the reason for using 3 ground rods.  In wet soil, one will usually suffice.
