We use guardrail lots for weaned calves, so can't really say.

I would guess it would if they were trained to a fence before weaning. They physical barrier of the hi-tensile fence combined with the pain from the bite of the fencer should do the trick.

It does keep a bull away from cycling cows.

This is the fencer we use, powers around 4 miles of a mix of high-tensile and single wire fencing for us.
