SE Nebraska
One reason they want to get people off of the local church rolls is that all member, including those who do not attend, are counted when the local church is tasked with paying into the Synod. Some small town churches may have a few dozen active members, but hundreds on the books. It is not so much a "kick em out of the church" drive as a "if they arent coming, get em off the books to lower our financial obligation to the synod" kind of thing. Not the nicest situation, but some of these smaller churches with lower receipts need to do something, or they may lose the permission of the synod to hire ministers, use the name etc etc.
