Oh yes.    My grandparents place was rented at a very low rate to a bachelor neighbor so that the house didn't sit empty and there was someone to watch over the rest of the buildings.

Without permission, he soon moved in his dysfunctional alcoholic girlfriend and her disabled (wheelchair/commode/feeding tube) brother.

When the clothes dryer malfunctioned and started a small fire, the GF called the fire dept but couldn't tell them where the house was located or how to find it.  When the dispatcher asked what it was near, she told him "a cornfield". 

They all found other accomodations shortly after that.
