Heard them say on the news last night, the Perry plant is the only union plant they run, that it was the plant with the highest wages. Don't know if they have facts for that or not but that would explain a lot.
edit to add: Googling it says the union represents 700-800 workers at the plant, makes no mention of actual wages.
