First off, there has to be a competent agronomist within 30 miles of you. You should be working with them.
But, since you asked for recs, you need lime pretty bad, those pHs in the 5s and 4s are absolutely going to kill yield potential, way more than fertility.
After that, you need P on several of those fields, and quite a bit. a Mehlich 3 test should be 30ppm minimum for P, I prefer 40ppm.
You need K on pretty much all the fields, but I understand with your lower CECs that some of these levels are pretty decent. With that in mind I would suggest getting your levels up to 130ppm on the low ground and 180ppm on your heavy ground. So; Ty Small, Wiley Top, Wiley Bottom, Rich, and JM, all need a substantial amount of potash.
BUT first get some lime on that stuff. Spend what you have left after lime on fertilizer.
