Mostly no because in the prairie pothole region it is hard to get to a blue line or a blue line doesn't even exist for miles. Plus, you usually get caught in the middle of a bunch of hills that would have to be cut through. The government pretty much decided the northern plains are not going to get tiled and they make it very hard to happen.
