Check out the US Virgin Islands. Weather and the water temp will both be in the 80's that time of year. Some of the worlds most beautiful water and beaches are found there on St Thomas and St John. Lots to do there and no passports required since they are part of the USA. Check out AirBnB or VRBO and you can find some very nice places to stay for not much more than many people pay for a hotel room.
