Guess its a "here" thing, never saw frame mount coulters like that, only the ones that bolt on front of row units ( and the "joke" models that have there own parallel arms that wouldn't cut a bean stalk) Also have only seen cleaner coulter combos where the coulter is behind the cleaners, not in front.
I have been no-tilling for three decades and I now have a cleaner and NO coulter, don't see the need for one. I set my cleaners to just rub away the trash and try not to throw too much dirt, it sometimes gets to plowing and next thing you know you have a valley where the row is, then I raise em up a tad.
