Subject: Farming for the payment?

Western Oregon
I having some serious doubts about what is basically farming for the government payment as I was planting this morning. If I would have worked this stubble under and planted annual ryegrass I know I would have a good crop. Plus, I would have put all the residue back in the ground. Problem is I really didn't have the time to do it properly as we are going to be chopping silage pretty soon. Farm management gets to be more and more important as prices rise and a $70 an acre payment is not that much money if you miss an opportunity to do something that will bring in real (as opposed to government) money...
However, I do want to know if this will work on a larger scale in the future so with that in mind I'm saying thanks for the $$$ and trying it out.
I am NOT selling the moldboard plow...
